Santa Rosa receives distinguished honors for financial transparency

SANTA ROSA — Chief Finance Officer David Robledo and his staff at Santa Rosa ISD have done it again.

For the second year in a row, Santa Rosa Independent School District has been awarded the Government Finance Officers Association’s Certificate of Achievement for excellence in financial reporting.

The district was recognized for its comprehensive annual financial report for the fiscal year ending 2017.

“It shows we are transparent with our finances, and we’re very strong financially,” said Heriberto Villarreal, Santa Rosa ISD superintendent.

The certificate of achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

The district has an estimated $15 million budget and $5 million fund balance for payroll, purchases and investments. “The school board approves the budget and they do a great job,” Villarreal said. “They play a big roll in this as well.” The CAFR has been judged by an impartial panel to meet the high standards of the program, which includes demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate potential users and user groups to read the CAFR.

“He and the staff have done a fantastic job of maintaining the district’s finances and keeping everything in line,” Villarreal said about Robledo and his staff. “They run a tight watch over our finances and they have done a great job.”

The Government Finance Officers Association is a major professional association servicing the needs of nearly 19,000 appointed and elected local, state, and provincial-level government officials and other finance practitioners.

It provides top quality publications, training programs, services, and products designed to enhance the skills and performance of those responsible for government finance policy and management.

The association is headquartered in Chicago with offices in Washington, D.C.

“It’s a great honor for the district,” Villarreal said about the distinction. “The award is a true reflection of the district’s commitment to fiscal integrity and our community.”
