A confessed voyeur admitted to taking upskirt images of a minor in a McAllen retail store Sunday, according to documents obtained by The Monitor.
McAllen police arrested a 41-year-old man accused of “taking pictures underneath a (16-year-old) female’s dress” inside the Target located at North 10th Street, the police report read.
The report further stated that an officer responded to a call Sunday and connected with the store’s loss prevention team who identified the accused, Javier Perez, leaving the parking lot.
Perez failed to use his turn signal, an offense Perez would later be arrested for.
During the stop, the officer “saw in plain view two cell phones in the center console,” and gained verbal consent to search the devices, according to police.
Perez unlocked his phone and the officer found “pictures taken from a low angle and pointed upwards towards the female’s buttocks…,” the report read.
Police wrote they later obtained surveillance footage of Perez “kneeling down and taking pictures” of the female.
Perez agreed to talk to police, confessed to the crime, apologized and added, “I’m not right in the head,” according to the report.
They identified the 16-year-old and her mother, who said they were willing to file charges.
Perez is charged with invasive visual recording, which is a state jail felony. If found guilty, he faces up to two years in jail and up to a $10,000 fine.
