Edinburg police: Security guard who shot at man urinating in state building parking lot arrested

Edinburg police on Monday arrested the 40-year-old security guard who shot at a man urinating in the parking lot of a state building as he tried to leave after being confronted.

In a news release, authorities said Rufino Moreno — the security guard — was charged with discharging a firearm in a certain municipality for the shooting at the Texas Health & Human Services building at 2520 N. Closner Blvd.

“Moreno cooperated with Edinburg PD investigators when he learned that the arrest warrant was issued for him and turned himself in shortly thereafter,” the release stated.

The shooting happened at approximately 10:56 a.m. that day after Edinburg police received a call for shots fired.

Investigators made contact with Moreno and learned a second person involved left the location before police arrived, though they were found at a second location within city limits.

“It was deemed that the security guard confronted an adult male after he observed him urinating in the northside parking lot and the male decided to leave the location,” a previous news release stated.

Edinburg police say Moreno shot his firearm toward that man’s vehicle’s front left tire as he left because the vehicle allegedly struck the guard.

Both men cooperated with authorities and were released pending the investigation, according to the news release.

Moreno, a Weslaco resident, bailed out of the Hidalgo County Adult Detention Center on Tuesday on a $10,000 bond.

Edinburg police say the case is active and has been referred to the Hidalgo County District Attorney’s Office.
