BROWNSVILLE — The community joined Cameron County Precinct 1 Deputy Constable Ruben Garcia’s family here Monday to honor his life and service during a celebration of life viewing.
The Texas Department of Public Safety said Thursday that 47-year-oldJesse Edward Leatherwood was charged with manslaughter for hitting and killing Garcia, in addition to a charge of falsifying a drug test.
