McAllen police arrest North Texas man on charges of kidnapping, trafficking of persons

The McAllen Police Department has arrested a 19-year-old man from Springtown, Texas and have charged him with kidnapping, trafficking of persons, sexual assault and enticing a child away from a custodian.

The department said police arrested Clayton Ryan Phillips on Saturday. Police did not disclose the location of his arrest.

In a news release from last Tuesday, McAllen police said they believe Phillips was with a 14-year-old runaway.

Phillips made a first appearance in McAllen Municipal Court on Monday where he received a total of $3,505,000 in bonds.
