Police: McAllen man kidnapped, raped teen walking home from school

McAllen police have arrested a 27-year-old man they accuse of kidnapping a 16-year-old girl who was walking home from school and then raping her at a park on multiple occasions.

Police arrested Milton Elizalde, a McAllen resident, last week, and he was booked into the Hidalgo County Adult Detention Center on Saturday on two counts of aggravated sexual assault and two counts of aggravated kidnapping.

The investigation began Sept. 21 at approximately 6:22 p.m. when the girl went to the lobby of the McAllen Police Department and made an outcry of sexual abuse that occurred from August to December 2021, according to a probable cause affidavit.

During an initial interview with police, the girl identified her alleged attacker as Hector Elizalde, and said that he got out of a gray Pontiac as she was walking home from school and brandished a knife, threatening her to get into his vehicle, police said in the affidavit.

“(She) advised he then drove her to a nearby park in McAllen, TX located at the 200 block of N. 1st St. where he would sexually assault (her),” the affidavit stated. “(She) stated this would happen several … other times and stated Hector would also use a gun to threaten her so she could get into the car.”

Investigators said in the affidavit that she also said Elizalde once threatened her to get into his vehicle by placing a knife to her neck.

Once at the park, she said Elizalde would make her take her clothes off and then rape her, according to the affidavit.

“(She) stated she remembers Hector displayed a gun when he demanded for her to take off her clothing,” the affidavit stated.

On another occasion, investigators said in the charging document that Elizalde choked her while sexually assaulting her, which caused her to pass out.

“(She) stated Hector would also hit her all over her body causing her pain and discomfort,” the affidavit stated.

According to police, the girl told them this happened on three to five occasions.

The affidavit also said that on Sept. 27 she was interviewed at the Children’s Advocacy Center in Edinburg where she was consistent with her initial outcry.

The girl identified Elizalde in a photo line-up on Oct. 3.

He remained jailed Thursday on a total of $400,000 in bonds.
