Targeting solicitation: City toughening ordinances to crack down on aggressive behavior

HARLINGEN — Some stand along the road, their pleas scrawled across cardboard signs.

Others wander around parking lots, claiming they’re homeless or stranded.

Now, the city’s cracking down on these solicitors.

City commissioners have approved the first reading of an amendment toughening a city ordinance.

“We felt it was an issue that needed to be addressed for the safety of residents and visitors,” City Manager Dan Serna said yesterday.
