McALLEN — Many attended Quinta Mazatlan’s annual Monarch Festival here on Saturday, with some decked out in colorful butterfly wings and costumes. For Quinta Mazatlan, the purpose of the festival is to raise awareness and educate attendees about the monarch butterfly species while attendees also enjoy various festivities.
