Brownsville city manager position open for applicants

Mosaic Public Partners, the firm the City of Brownsville hired to search for a new city manager, has posted the city manager position on its website.

The position became vacant earlier this month following the resignation of Noel Bernal who left to take a job in Colorado to serve as county manager for Adams County.

The job position states the duties of city manager include the following:

>>Fully oversee and assist the city commission on policy matters;

>>Establish procedures for policy/program implementation;

>>Maintain the delivery of established services within the community;

>>Hire and assign employees and administer the City’s personnel system;

>>Regulate and allocate the use of resources; and

>>Implement federal and state mandates as appropriate

Additionally, the city manager directs and coordinates the services and activities of the city through department heads. The city manager helps the city anticipate and adapt to change and represents the city within the community and with other government agencies.

According to the qualifications, any combination of education and experience that would likely provide the necessary knowledge, skills and abilities is qualifying.

The applicant must have bachelor’s degree from an accredited college or university in public administration, business administration, business management or related field. A Master’s degree is preferred.

Experience should include 10 years municipal government managerial experience or equivalent, including three years of experience as a city manager, assistant city manager, or deputy city manager; or progressively responsible experience as a department executive or department head. Candidates should be familiar with managing in a community environment such as Brownsville. Relevant private sector experience will be considered but must demonstrate proven skills in urban planning and public administration.

The salary for the position pays up to $300,000 annual with an “excellent executive benefits package that considers the candidate’s qualifications and track record of career success.”

According to the job description, the city commission will negotiate a mutually agreeable employment agreement with the selected candidate, including assistance with moving and relocation if appropriate.

Helen Ramirez is currently serving as interim city manager until a new city manager is selected. The deadline to apply for the position is Sept. 12, 2022.
