Former Cameron County sheriff’s deputy gets probation on official oppression conviction

A former Cameron County Sheriff’s Office deputy pleaded guilty Wednesday to stealing more than $200 from a masseuse and coercing her into sex by threat of arrest.

Victor Francisco Moctezuma, a 28-year-old Brownsville resident, was then sentenced to two years probation and a one-year probated term in the Hidalgo County Adult Detention Center.

McAllen police arrested Moctezuma on Dec. 4, 2019, in the 1500 block of South Ninth Street after responding to the location after a woman said he met her at the hotel for masseuse services.

She told police he coerced her into sex acts, stole $220 from her and identified himself as a law enforcement officer and threatened to arrest her, according to the release.

During his plea hearing, the prosecutor relayed these same facts and when state District Judge Marla Cuellar asked him whether this is what he was pleading guilty to, Moctezuma said: “No, not exactly.”

When asked again, he then admitted to the allegations.

He plead to two counts of official oppression and theft.

The terms of his deal do not require him to register as a sex offender but he is required to take sex offender counseling. There is also no agreement between the parties that would require him to have no contact with the victim.

He was off-duty at the time of the incident.
