Juvenile detention center employee accused of sanctioning assault at Edinburg jail

The Texas Juvenile Justice Department has arrested a youth development coach at the Evins Regional Juvenile Detention Center on accusations he let four offenders assault a 16-year old being held there.

TJJD spokesman Brian Sweany said 35-year-old Alton resident Alvaro R. Alvarado, who is charged with official oppression, is no longer employed at the Evins Regional Juvenile Detention Center.

Investigators arrested the man Tuesday.

A probable cause affidavit for his arrest says that on July 23 investigators obtained and reviewed security and body camera footage of the incident, which occurred on May 14.

“The Security video showed the Defendant opening cell door #14 and allowing 4 Offenders to enter the room with the victim. The Defendant was seen standing guard in front of the door, while the 4 Offenders assault the Victim,” the affidavit stated.

Body camera footage shows Alvarado making a hand gesture for them to stop and was heard telling one of them to tell the alleged victim to exercise so no one would question him about why his face was red, investigators say.

“The Victim was seen doing pushups once he exited the cell,” the affidavit stated.

Investigators say the victim told them he was eating lunch when Alvarado told him to go over to cell No. 14.

“All Offenders then assaulted the Victim, while the Defendant was outside the cell. The Victim was advised by the Defendant to do pushups because his face was red,” the affidavit stated.

Investigators say Alvarado provided a statement where he admitted to the incident.

A bond had not been set as of early Wednesday afternoon, records show.
