After a second rejection on the Baxter building (VMS/7-28-17), you are going to appeal the decision?
This entire scenario might be trying to tell our city leaders something. Most people I have talked to are not in favor of adding such a large concentration of people/traffic congesting Jackson Street.
The city should be working to make sure that what all the business owners downtown have worked so hard to establish over the years continues to thrive.
There will be a major parking problem on Jackson Street and parking a block away will be considered an inconvenience.
Give it up and support your local Jackson Street businesses.
