Edinburg businessman appointed to Hidalgo County Regional Mobility Authority

Hidalgo County Regional Mobility Authority (HCRMA)

An Edinburg businessman has been appointed as the presiding officer of the Hidalgo County Regional Mobility Authority for a term running through Feb. 1, 2026.

In a news release, Governor Greg Abbott announced the appointment of Robert L. Lozano, who will bring a wealth of experience to the position.

Lozano owns F&P Brands, which oversees Dairy Queen and Schlotzsky’s operations in South Texas. He is also the chairman of F&P Brands.

“In addition, he currently serves as chairman of the Greater State Bank and has held numerous leadership roles, including (being a) former board member of the Federal Reserve Bank of Dallas’ San Antonio Branch, (the) McAllen Economic Development Corporation, and the International Bank of Commerce.”

He also has been the president of the Pharr and McAllen chambers of commerce and the Rio Grande Valley Partnership.

“Beyond his business endeavors, Lozano co-founded the Lozano Family Foundation and has contributed significantly to the Good Samaritan Community Services,” the release stated.

In a statement, Lozano said he is grateful for the governor’s appointment.

“I am grateful to Governor Greg Abbott for the opportunity to serve the people of Hidalgo County as the presiding officer our our Regional Mobility Authority,” Lozano said. “While I am eager to get to work immediately, my service will begin in November. Transportation is critically important to our county, and I look forward to working with local stakeholders and state leaders to help deliver a brighter future for Hidalgo County.”
