MIAMI — Tropical Storm Katia forms in the Gulf of Mexico off Mexico’s coast.
As of the National Hurricane Center’s 4 a.m. update, Katia has maximum sustained winds of 40 miles per hour and is headed in a southeast direction at 2 miles per hour toward the Mexico coast.
