Police: Man charged with death of special needs teen

An employee of Serenity HCS has been arrested on a manslaughter charge after he was accused of causing the death of 15-year-old Fernando Moreno.

An employee of Serenity HCS has been arrested on a manslaughter charge after he was accused of causing the death of 15-year-old Fernando Moreno.

Brownsville police report Serenity HCS employee Marcial Troncoso used his body weight to restrain Moreno, which possibly caused the teenager’s death.

The incident occurred Saturday, at the 1400 block of Janet Lane. Brownsville police were sent to the location in reference to a medical emergency, police report.

Officers arriving at the scene found Moreno unresponsive. The teenager suffered from an intellectual development disability and was a client of Serenity HCS, police report. He’d entered the facility on Thursday.

Police said Troncoso had restrained Moreno to try and calm him down because he was hitting himself. Troncoso told police he got tired of trying to restrain the teenager so he used his body weight to restrain Moreno.

Authorities said Troncoso’s reactions were “reckless” and probably caused Moreno’s death.

An autopsy has been ordered.

Troncoso was arrested and the case remains under investigation.
