Article I of the U.S. Constitution gives the Congress the power to make bills that later become this country’s laws. During June 1952, it passed an immigration bill and was signed into law by then President Harry Truman.
Article II makes the President the chief executive and commander-in-chief of the Armed Forces.
As chief executive, the President enforces laws, treaties and court rulings; he/she also develops federal policies on national security. As commander-in-chief, he/she has the authority to send troops into combat based on national security.
During January 2017, President Donald Trump signed an executive order based on the 1952 immigration law protecting this country from foreign terrorist’s entry into the U.S. It applied to seven countries that have known ties to terrorism.
Article III gives the federal courts the power to review and rule on the constitutionality of laws passed by Congress and the executive orders signed by the President.
During February 2017, the 9th Circuit Court of Appeals ruled against President Trump’s executive order that tried to keep foreign terrorists out of the U.S.
The U.S. Supreme Court will probably have to make a legal decision on this complicated matter.

A not-so-good surprise
To the Editor:
I received my water bill, got online to pay, and boom.
Somebody sold them a high tech, not-easyto- find everything web page. The old one was super easy.
Now, I fill out how much money they want and boom, they now charge $3 for a “handling fee per invoice.”
I have a regular water meter and a sprinkler meter – I get to pay an extra $6.
It will impact a great percentage of our people. And, as every one knows, it’s hard to do business in Harlingen. Come on Harlingen Water Works, get rid of the bells and whistles on your new pay site and drop the surcharge of $3 per invoice.
