Miguel Angel Moya

McAllen police arrested a man from Mission last week after finding a puppy locked in his vehicle and the driver’s seat covered in feces.

Miguel Angel Moya, 61, was taken into custody Wednesday, Jan. 18, after leaving his newly purchased German shepherd and Malinois puppy inside his locked car for about two hours.

Police arrived in the 700 block of Convention Center Boulevard in McAllen around 4:47 p.m. last Wednesday in reference to a dog in a vehicle.

When they arrived a witness at the scene told police that she heard the dog “crying and whining” as she was running in the parking lot, according to a criminal complaint.

The puppy, which was inside a wooden crate with a bowl of water and bread, was found in the rear seat of Moya’s blue 2004 Honda Civic which was parked in the north side employee parking lot.

Police at the scene observed the puppy to be “malnourished and to be crying to exit the Civic,” which had each window opened about an inch, according to the complaint.

Police also observed there to be both dried and new feces in the front driver’s seat along with a box on the front passenger seat.

According to the complaint, a thermometer in the vehicle measured the vehicle’s temperature to be around 90 degrees.

Moya told police that he had purchased the puppy earlier that day at the flea market and then drove to work around 3 p.m. He explained that he had checked on the puppy twice before police arrived.

He was booked Jan. 19, and released the next day on a $1,000 personal recognizance bond.

The puppy was taken by McAllen animal control.
