Man drove from Brownsville to Pharr for sex with minor, feds say

Federal authorities arrested a man Tuesday who they accuse of driving from Brownsville to Pharr to have sex with a person he believed to be a 13-year-old girl.

Julio Cesar Gonzalez, a U.S. citizen born in 2001, is charged with coercion and enticement of a minor.

He fell under the radar of the Rio Grande Valley Child Exploitation Investigations Task Force, which is led by Homeland Security Investigations, on Aug. 26 when he contacted a special agent on a social networking application, according to the complaint. Posing as a 13-year-old girl, the agent was participating in an undercover online enticement investigation.

The complaint stated that the special agent entered a chatroom and a user called “Mr.JwithaD” started a conversation by asking, “Where you going the fun was only going to start.” The agent replied, “I’m2 yung 4 every1.”

During the conversation, federal authorities said the special agent stated he was a 13-year-old girl in the eighth grade multiple times, but according to the complaint, Gonzalez sent numerous sexually explicit messages and a planned sexual encounter.

Samples of that conversation are included in the complaint.

The conversations within that document occurred on Aug. 26 and Gonzalez said he’d take the girl’s virginity.

The remaining samples are explicit.

On Monday, federal authorities allege Gonzalez again messaged the agent requesting to meet at a location in or near Pharr.

“Gonzalez sent messages via the application stating he was wearing black shorts, a black shirt, and tennis shoes, and was driving a Gray (Hyundai) Sonata with blue LED lights. Gonzalez subsequently flashed his headlights to confirm his identity,” the complaint stated.

That’s when special agents approached and arrested Gonzalez.

“Additionally, agents located condoms inside of the vehicle,” the complaint stated.

Special agents interviewed Gonzalez and say in the charging document that he admitted to being “Mr.JwithaD” and messaging to arrange the illegal sexual encounter with who he believed was a 13-year-old girl.

Gonzalez was scheduled to make a first appearance Wednesday morning in front of U.S. Magistrate Judge Nadia S. Medrano, court records indicate.
